Holland Dredging (M) Sdn Bhd designed the project and were contracted to build the Seawall and Quay wall. Earth Support Company (M) Sdn Bhd supplied sheet piles manufactured in the Pasir Gudang (Johor, Malaysia) factory and transported them to site at Port Dickson, where they were welded and corrosion protected from the salt water.

Earth Support Company (M) Sdn Bhd further assisted Holland Dredging (M) Sdn Bhd by evaluating their initial proposal which was done by Ton Lauwers and providing an optimised sheet pile design. The Sea Wall consisted of 16m Type 1 piles, infilled with 12m Type 2 piles and supported by a rock revetment slope. This use of a "Soldier Pile / Infill Pile" technique was possible due to ESC optimised design techniques, and provided the client considerable savings. The Marina Wall used 24m Type 1 and 20m Type 2 sheet piles in a cantilever wall system. Loading was applied by groundwater due to tidal draw-down and soil loading from the geotextile reinforced sand fill. The cantilever wall was able to pivot about the stiff clay surface and/or the 80% embedment point which was 13 metres below the seabed. The shallower part of the sheet pile offered the main resistance to the cantilever action. The reduction of the length of the Type 2 pile therefore did not result in any loss in the lateral load capacity of the wall. Hence, further cost savings were provided by the design staff of Earth Support Company (M) Sdn Bhd.
